The Fiscal Impact of School Choice

This study examines the fiscal impact of a universal voucher program in Utah. It finds that the program would save the state $700,000 in its first year if only 2 percent of eligible public school students used the program, with greater savings in later years as the program grew. It also finds that the program would save local public school districts $26 million per year because reduced instructional costs will outweigh reduced state funding.
